Summary:

The article deals with the analysis of basic principles of modern system of pre-higher education: availability (social and territorial), quality and effectiveness, successiveness, continuity and progressiveness, as well as education of a future specialist's personality. Pre-higher stage of education is considered to be the basis of higher professional education and one of the constituents of Russian education modernization.
